From January through February 2025, the Richmond People’s Budget hosted the first official class of Budget Delegates—three representatives per district—who worked diligently to develop community-driven ideas into feasible projects proposals.

These dedicated Delegates met weekly, attended community meetings, engaged in direct outreach, and collaborated with city departments and civic associations. Their task was to review and refine the ideas submitted by their neighbors, ensuring they align with the needs and priorities of their districts ahead of the community-wide vote in April 2025.

While this process had its challenges, it provided Delegates with invaluable a snapshot into navigating the Capital Improvement Plan (CIP) budgeting process in Richmond. More importantly, it empowered them to continue advocating not only for physical infrastructure improvements but also for investments in social infrastructure that strengthen our communities.

Please note that the projects listed here are not final ballot items. All proposals are currently undergoing internal review by city departments to assess feasibility, cost, and alignment with city regulations. The final project list will be announced ahead of the voting period in April.
